Overview
Passerelles Numériques Cambodia (PNC) is the Cambodian program of Passerelles Numériques (PN), a French nonprofit organization founded in 2005 by a group of French supporters of Cambodia who wanted to give highly disadvantaged youth a way out of poverty through education and access to the information-technology profession. Launched in Phnom Penh in 2005, PNC was the organization's first country program, and it has since served as the model for PN's expansion into the Philippines, Vietnam, and Madagascar.
PNC delivers a two-year vocational training program in information technology for young Cambodians from disadvantaged rural and urban families, with specializations that have included software development, web and mobile development, and network and systems administration. The program follows a holistic approach that combines technical training with professional development, English, and soft skills, and provides housing, meals, and health coverage to students during their studies so that poverty does not interrupt their education.
The program has produced strong educational and economic outcomes for its graduates. According to PN's reporting, more than 1,800 students have graduated from PNC since 2005, roughly 98 percent of graduates find work in the IT sector, and starting salaries for graduates are several times the pre-program per-capita family income, allowing many graduates to lift their families out of poverty.
Passerelles Numériques operates as a nonprofit under French law, with its head office in Paris, and PNC is its registered implementing entity in Cambodia. The organization is funded by a mix of corporate partners — historically including Accenture, CA Technologies, Microsoft, and Econocom-Osiatis — foundations such as Fondation de France, Comgest Foundation, and Veolia Foundation, institutional donors including the French Development Agency and the French Ministry of Foreign Affairs, and individual donors in France and internationally.
